Robbinsdale's Point of Sale ordinance requires a disclosure inspection report prepared by independent Certified Evaluators (hired by the seller). Certified Evaluators are independent contractors that schedule their own appointments. (List of Certified Evaluators is linked below.)
It is the responsibility of the seller to hire the Certified Evaluator. These Certified Evaluators walk through homes prior to their being placed on the market and shown for sale and file the Point of Sale report with the City of Robbinsdale. This applies to all single family homes, twin homes, duplexes, townhouses, and condominiums (except new construction). The Certified Evaluators are required to submit the Point of Sale Report to the City of Robbinsdale.
The Point of Sale reports indicate items which are acceptable, below standards, or require repairs. Required Repairs ("RR" items) include imminent structural failures, unsafe electrical and plumbing systems, hazardous or unsanitary conditions, and lack of basic items, ie: water shut off, sinks in kitchens, toilet facilities, etc. These Required Repairs or "RR" items must be corrected and re-inspected by the City's Building Official before a Certificate of Compliance can be issued. This inspection is by appointment only.
At the time of the "RR" inspections it will be determined if a $50 fee is required for the Certificate of Compliance or not. The fee will be waived if a permit was issued/required for the required repair. Additional fees will apply if additional inspections need to take place. These fees will be determined by the Building Official.
- A Certificate of Completion or Buyers Agreement must be included in your closing.
IF THE BUYER WANTS TO ASSUME RESPONSIBILITY:
A Buyers Responsibility Form (linked below) is required for buyers assuming responsibility from sellers for Required Repairs (RR items) identified in the Point of Sale Report. The Building Official may need to inspect Repair/Replace items listed in the Point of Sale report before a Buyers Agreement is approved. You will also be given a time frame in which these items must be repaired. Be sure to allow time for this process prior to your closing.
WANT TO BE A CERTIFIED EVALUATOR?:
Any person qualified to perform POS or truth-in-housing inspections in the cities of Minneapolis, St. Paul or Bloomington can become certified in Robbinsdale. To obtain certification, an application and documentation of the qualifications from the above cities, insurance, and sign-off of the Code of Ethics form are required.
