Paid On-Call Firefighters WANTED!

Robbinsdale Fire Department is currently seeking applicants for the position of paid on-call Firefighter. The department is looking to hire new applicants that can respond to fire calls during the daytime hours of 6:00 a.m. to 6:00 p.m., Monday-Friday.

All applicants must reside or be employed full-time at an established business within a 2 mile radius of the Robbinsdale Fire Station (4101 Hubbard Ave N).

If you are a community-oriented, motivated individual, that is physically fit, over the age of 18 with a High School Diploma or GED and have a valid Minnesota Drivers' License, you may have a future in firefighting.

Position Objective: Performs skilled firefighting duties by responding to fire alarms and other emergency calls; to protect life and property from fire; to extinguish fires; and to participate in life saving rescue operations.

Essential Duties and Responsibilities:
Fire Suppression
•Responds to fire emergencies on apparatus to assist in the suppression of fires within properties, vehicles or in wild land areas.
•Rescues persons trapped in burning buildings or from other emergency situations.
•Effectively operates fire apparatus and rescue vehicles to and from the fire ground.
•Connects and handles hose lines and nozzles to hydrants and apparatus, raise or lowers ladders to upper levels of structures and applies water or other extinguishing agents for maximum effect.
•Gain entry into buildings by breaking glass, forcing doors, windows or gates or cutting locks and bars by utilizing power or hydraulic hand tools.
•Ventilates burning structures by breaking windows, cutting holes through floors, roofs or walls and placing ventilation fans appropriately to speed removal of smoke or superheated gases.
•When possible, provides protection to building contents in order to minimize damage from water or smoke.
•Performs salvage and overhaul operations in order to help determine origin of fire.
•Uses ladders, ropes, hand tools, gasoline and hand operated hydraulic power tools, generators, extinguishers, self-contained breathing apparatus, first-aid and/or other equipment in fire and rescue work.

Emergency Medical And Rescue Response
•Responds to requests for emergency medical assistance as dispatched by Hennepin
Dispatch or Robbinsdale Police Department.
•Responds to requests for rescue of trapped or injured persons Hennepin
Dispatch or Robbinsdale Police Department.
•Administers first-aid including taking vital signs through observation, stopping bleeding, immobilizing fractures, restoring breathing and performing CPR.

Hazardous Materials Response
•Responds to and assists in stabilizing situations involving leaks and/or spills of flammable/combustible liquids and other hazardous materials.
•Assists in identifying hazardous materials.
•Assists in evacuation of persons within designated areas.

Maintenance Of Apparatus Equipment And Buildings
•Assists with cleaning, repairing, replacing and/or returning equipment to operational status on apparatus or at the fire station.
•Performs minor maintenance on small items on apparatus or at the fire station.
•Participates in general housekeeping of fire station.

General
•Maintains acceptable overall attendance, business meeting, drill and work detail percentages as outlined by departmental requirements.
•Participates in continuing training and instruction programs by individual study of technical materials.
•Participates in inspection of business and commercial buildings for compliance with fire codes and pre-fire planning.
•Assists in conducting fire safety education programs.
•Performs duties for extended periods of time in emergencies.
•Prepares routine records and/or reports as needed.
•Performs all other related duties and responsibilities as apparent or as assigned.

Required Knowledge, Skills, Abilities:
•Ability to work with others as a team.
•Ability to follow oral and written instructions and effectively communicate with others.
•Ability to deal with the public.
•Ability to apply proper first-aid techniques to accident victims.
•Ability to perform duties requiring strength, endurance and agility.
•Ability to act calmly under conditions of severe physical, mental and emotional distress.
•Ability to learn technical firefighting techniques and principles.
•Knowledge of construction practices as it applies to fire suppression.
•Ability to apply principles of elementary physics, chemistry, mechanics and hydraulics.
•Ability to recognize fire hazards and be able to determine corrective measures.
•Skill in the use of hand and power tools associated with fire control and rescue techniques.
•Ability to climb ladders and work at considerable heights.

Minimum Qualifications:
•Must be at least 18 years of age.
•High school diploma or GED.
•Valid Class D driver’s license, with satisfactory driving record.
•Must pass the required Fire Department physical and medical examinations.
•Must maintain a residence within a two (2) mile radius (the most direct route) or be employed on a regular full time basis by an established business within a two (2) mile radius (the most direct route) of the Robbinsdale Fire Department.
•Necessary training within the first two years of hire date.  

Year One:
•NFPA Firefighter I Approved Course and State Certification
•NFPA Firefighter II Approved Course and State Certification
•NFPA Hazardous Materials First Responder Operational and State Certification
Year Two: 
•State of Minnesota First Responder Certification
•Approved Apparatus Operator/Pumping Course.
•Departmental Emergency Driver’s Training Course

Supervision of Others:
Initiative will be required on the part of the firefighter to accept responsibility for the actions of others when no fire officer is immediately available.

Responsible for Public Contact:
Must have effective and respective communication and interactions with individuals from other organizations and the public.

Work Environment:
•Office and field environment working both indoors and outdoors in environmental conditions. 
•Likely to work in extreme heat, extreme cold, and/or humid environments. 
•May encounter noise and/or vibration exceeding 80 decibels, either constant or intermittent. 
•May encounter a variety of physical hazards, such as proximity to moving mechanical parts, electrical shock, working at heights, exposure to burns and radiant energy and exposure to explosive and toxic chemicals and biological agents. 

Essential Physical Requirements:
The physical demands are those encountered while performing the listed essential duties. 
•Normal vision needed with or without correction. 
•Must be able to move about freely on public and private property, this includes climbing stairs or walking on uneven surfaces. 
•Must be able to bend and move about in tight spaces. 
•Must be able to handle objects, to grasp, turn, or otherwise use hands. 
•Must be able to lift at all levels and up to 100 pounds or more in some cases. 
•Must be able to perform all physical requirements and job related tasks as outlined in the Northwest Metro Area Firefighter Physical Standards Job Description addendum (see attachment).

POSITION DESCRIPTION

Job Title: Police Office Coordinator

Immediate Supervisor: Chief of Police

FLSA Status: Non-exempt

Position Objective: Under general supervision of the Chief of Police, functions as administrative support to the Chief of Police and performs related work as assigned.  Supervises the department’s police clerks to ensure effective and consistent performance and service.  Also serves as the Terminal Agency Coordinator (TAC), which is designated to ensure compliance with State of Minnesota Criminal Justice Reporting Requirements and NCIC, the National Criminal Justice Reporting System, policies and regulations.  

Essential Duties and Responsibilities:
• Maintains contact with the Chief and alerts him of critical and/or important matters.
• Supervises all police clerks and is responsible for their quality of performance and overall productivity.  Observe and review subordinates work performance for the purpose of evaluating assigned employees and report training needs or deficiencies.
• Assist in the coordinating and training of new employees in clerks’ duties.
• Handles Data Practices requests, dealing with citizens and lawyers as to release of information.
• Reviews reports and disseminates appropriate information to the news media on a weekly basis.
• Maintain certification as a Minnesota Certified Terminal Operator.
• Act as the liaison between the Department and the Bureau of Criminal Apprehension Criminal Justice Information Division.
• Maintain fingerprint and criminal history files of persons charged with a crime in the jurisdiction.
• Assists with budget preparation for Police Department/Emergency Preparedness.
• Reviews payroll for proper completion.  In Chief’s absence, signs payroll and forwards for processing.
• Responds to telephone inquiries from the public and City employees.
• Keeps records of false alarms; sending letters to all residents/businesses that have alarms during the month.  Prepare Invoice Requests to be forwarded to Finance.  Answers any questions/inquiries from residents/businesses in regards to their false alarms.
• Distributes incoming Department mail.
• Maintains Police Chief’s files.
• Types Internal Investigation and Background Investigation files.
• Types Police reports from dictation software.
• Maintains records retention program for Police Department. 
• Orders supplies and equipment, keeping in mind budget considerations.
• Prepares payment vouchers for Police Department bills.
• Compiles information and prepares Annual Report for Chief’s approval.
• Assembles information for lawyers relating to any civil suits against Officers of the Department.  Maintains files on these suits until final disposition.
• Ensures that all case files are imaged into the computer in a timely manner.
• Backup person in absence of Records Clerk, dealing with requests for information, dissemination of reports to our attorney, etc.
• Reviews citation list from Hennepin County Courts, reconciling list with Department files.
• Notary Public for the Police Department.
• May provide guidance for training and/or ability deficiency.
• May effectively recommend formal disciplinary action when no emergency situation exists.
• May effectively recommend for recognition of exceptional performance and reward the employee.
• Review clerk data entries to ensure the Department’s compliance with State and Federal rules and regulations regarding criminal justice reporting requirements.
• Review and correct monthly validation reports as required.
• Performs other duties and responsibilities as apparent or as delegated by the Police Chief.

Required Knowledge, Skills, Abilities:
• Data Privacy Laws.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Maintain confidentiality of information.
• Maintain accurate records and files.

• Must have the ability to establish, maintain, and promote a cooperative and harmonious work relationship with personnel within the Department as well as other Police departments and with employees of other City Departments.

Minimum Qualifications:
• Two year college degree or higher in business or other relevant field.
• Type 65+ words per minute.
• Responsible clerical experience.
• Must satisfactorily pass a comprehensive background investigation.
• Must possess, or be able to obtain as soon as reasonably possible, and maintain, State Terminal Operator Certification.

Preferred Training and Experience:
• Additional college or business courses preferred.
• Courses in Data Practices.
• State Terminal Operator Certification.
• Previous supervisory experience.

Supervision of Others:
Supervises clerical personnel and functions of the Department.

Responsible for Public Contact:
Must deal with the public courteously.

Work Environment:

The physical demands are those encountered while performing the listed essential functions.  Maintain physical condition necessary for sitting for prolonged periods of time, general manual dexterity, adequate hearing, vision and speech required, must be able to operate assigned equipment.
