Police Chief
The City of Robbinsdale is recruiting for the position of Police Chief responsible for directing all law enforcement operations, prevention of crime, and supervising Police Department personnel.
Qualified candidates will have a Bachelor’s degree in political science, criminal justice, public administration or related field; certified and in compliance with minimum standards as set forth by the Minnesota Board of Peace Officer Standards and Training; ten years increasingly responsible experience in police supervision, administration and planning at a permanent rank of Police Sergeant or higher; a valid and unrestricted Class C or D driver’s license.
Desired qualifications include a Master’s degree in a related field; experience as a Police Chief; and completion of a professional leadership program such as the FBI Academy, Southern Police Institute, or Northwestern Staff and Command. Knowledge and/or training in the area of emergency management as the Police Chief may serve as the Director of Emergency Management also. Applicants will be required to pass a psychological test, background check and physical exam.
Salary range: $79,000 – $104,000, DOQ, plus excellent benefits.

Position Objective: Chief of Police is responsible for the supervision of Police Department personnel and overall operation of the Police Department activities. Serves as Director of Emergency Management.
Included is the responsibility for thorough familiarity and enforcement of all laws (federal, local, or state) and regulations under the Police Department jurisdiction. Chief of Police is primarily responsible for the implementation of policies and programs necessary for the coordination and approval of requests for mutual aid, prevention of crime, apprehension of criminals, and delivery of Police services.

Essential Duties and Responsibilities:
•Manage all Police services and activities, including patrol, investigation and support services; oversee special projects and assignments.
•Manage and participate in the development and implementation of departmental priorities, goals, objectives, policies and procedures.
•Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; establish appropriate service and staffing levels; allocate resources accordingly.
•Demonstrate leadership in planning, organizing, managing, and delivery Police services in a manner that ensure that the needs of a diverse community are being met.
•Ensure that reported crimes are promptly investigated and that associated evidence is preserved, analyzed, and presented to the appropriate legal agency for evaluation.
•Create an organizational climate that encourages both personal and organizational development.
•Oversee, and ultimately be responsible for, the training and management of all departmental personnel; manage, lead and evaluate assigned personnel; provide for the development and improvement of departmental personnel through counseling and performance evaluation programs; recommend discipline and termination, as necessary.
•Prepare the Police Department budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures.
•Promote positive working relationships with other city, county, state, and federal agencies.
•Provide strong leadership and vision in a non-political manner that encompasses participation in the decision making process while practicing teamwork and employee empowerment.
•Participate in citywide decisions as a supportive team member.
•Design and recommend new programs or changes in existing programs that will improve the operations and delivery of services to the community.
•Oversee and ultimately be responsible for daily activities and calls for service to ensure quality delivery of services; prepare and submit required reports and information as requested by the City Manager and other necessary correspondence; conduct supervisor’s meetings.
•Manage and address current and potential technology needs and priorities of the department, including a technology plan that includes training and access of technology for employees.
•Performs other duties and responsibilities as apparent or as delegated by the City Manager.
Required Knowledge, Skills, Abilities:
Communications: Must have the ability to express oneself effectively both orally and in writing. Must have the ability to actively listen to others for understanding of their needs and situations; ability to speak and write English clearly. Be able to read and understand correspondence, memoranda and directives. Must be able to effectively represent the organization, department and its operations to management and the public. Must have ability to give effective presentations at public meetings.
Decision Making: Must have the ability to manage an operation with diverse functions and to evaluate organization and management procedures and make recommendations for improvements. Must act in a decisive manger, using good judgment. Must be able to assess problems and situations, and be able to anticipate needs and evaluate alternatives.
Interpersonal Relationships: Must be consistent in dealing with people; must exclude personal biases from work performance; must have the ability to accept criticism and/or discipline; must have tact and diplomacy; must strive to promote a cooperative atmosphere in the department; must have a positive attitude. Must be able to establish and maintain effective and respected working relationship with the Mayor and City Council, Department Heads, employees and the public. Must have ability to work as a team member in the department and organization.

Technical Knowledge and Abilities: Must have thorough knowledge of the operations, services, and activities of a Police Department and a thorough understanding of the theory and practice of policing including patrol, criminal investigation, crime prevention, code enforcement, and traffic functions. Must have an understanding of budgeting procedures. Must have demonstrated ability in and knowledge of the principles of supervision, training, and performance evaluation, and a solid grasp of municipal personnel administration policies and procedures. Must be able to motivate employees and promote personal accountability to tasks. Must possess knowledge of crime prevention as one technique for improving the quality of life for the community. Must be certified, or able to obtain certification, as a State of Minnesota Emergency Manager, in accordance with the rules of the Department of Emergency Management.
Minimum Qualifications:

Temporary Code Enforcement Assistant
Temporary Code Enforcement Assistant to assist with inspection of properties for City Code compliance regarding exterior home maintenance, tall grass and garbage complaints; provide general office assistance, and support and assist the public over the telephone and at the counter.
Hours: Monday – Friday, 8:00 am to 4:30 pm. Wage Range, DOQ: $8.50-$9.25 per hour. Anticipated start date in late May. Anticipated end date approximately 13 weeks from start date.

Position Objective: To assist the Code Enforcement Inspector with external inspection of property throughout the City, including assistance with clerical activities and to assist telephone callers and visitors with routine questions. Responsible for daily watering of downtown hanging flower baskets.

Essential Duties and Responsibilities:
•Assist the Code Enforcement Inspector with inspection of properties with regard to compliance with City Codes for external maintenance, tall grass and garbage.
•Make notations of conditions during inspections that require the preparation of follow up correspondence.
•Send form letters relating to action required to achieve compliance.
•Assist general public by answering routine questions via phone and in person.
•Perform all other related duties and responsibilities as apparent or as assigned.
Required Knowledge, Skills, Abilities:
•Ability to use tact and courtesy in dealing with the public and others in an office environment.
•Ability to establish and maintain effective and courteous working relations with other staff and the general public.
•Ability to follow instructions with little supervision.

Paid On-Call Firefighters WANTED!
Robbinsdale Fire Department is currently seeking applicants for the position of paid on-call Firefighter. The department is looking to hire new applicants that can respond to fire calls during the daytime hours of 6AM to 6PM Monday to Friday.
All applicants must reside or be employed full-time at an established business within a 2 mile radius of the Robbinsdale Fire Station.
If you are a community-oriented, motivated individual, that is physically fit, over the age of 18 with a High School Diploma or GED and a valid Minnesota Drivers' License, you may have a future in firefighting.
