Robbinsdale has a Council-City Manager system. The governing body consists of four council members and a mayor elected for staggered four-year terms. Other than residency, there are no specific qualifications that must be met to qualify for these offices. The City Council formulates the city policy. The City Manager is responsible for city administration.

Robbinsdale City Council generally meets the first and third Tuesday of each month at 7 p.m., except when conflicting with National Night Out, Elections, or Caucus meetings.  Meetings are held at the Robbinsdale City Hall - 4100 Lakeview Avenue North.  Tobacco Code Change Information:

At the February 19th, 2019 City Council Meeting, the City Council approved the 1st reading of Ordinance 19-03  after reviewing information in the council packet and hearing those who spoke at the meeting, which would include: raising the legal age for tobacco product sales from 18 to 21, prohibiting the sale of electronic devices except at age restricted tobacco shops, and adding menthol, mint, and wintergreen to the list of flavors which can only be sold at age restricted tobacco shops. The second reading will be on March 19th, 2019.  Members of the public with opinions on the proposed city code change are encouraged to provide their comments on the proposal before the March 19th meeting.  Comments can be submitted by mail, email, phone call, dropped off at City Hall, or address the City Council in person on March 19th, name and address must be included for the record.

At the November 7th, 2017 City Council Meeting, the City Council approved a Resolution indicating support for the state raising the legal age for tobacco sales from 18 to 21 and revisit the issue as a city in 2018. Resolution 7604.
