The east bound lanes from Highway
100 to France Ave are expected to be under construction August 23 to 25. West bound lanes
in the same stretch are expected to be under construction August 26 to 28. Once the first
layer of asphalt is in place, the project will move west into Crystal. The final layer of
asphalt and striping are expected to be completed the week of September 13. During
construction, cross streets will be open at Regent, Noble, Lee Square, June and France. |

WASTE
MANAGEMENT IMPORTANT MESSAGE |
|
The State of MN has placed a quarantine on moving
Ash Tree branches in Hennepin County to stop the spread of Emerald Ash Borer; Robbinsdale
picks up some tree waste as part of its Solid Waste service. Last year Waste
Management had residents seprate their Ash Tree brush to avoid violating the quarantine.
Waste Management now reports that Robbinsdale residents do not have to
seperate their Ash brush from their regular yard waste. The reason is because Waste
Management takes the yard waste to a facility that grinds it up to prevent the spread of
the Emerald Ash Borer. For more

New State Law
Requirements for Yard Waste |

As of January 1, 2010, residents in the Twin
Cities, who bag their yard waste, will be required to put their waste out for pick up in
compostable bags using either paper bags or compostable plastic bags. Compostable bags and
paper (kraft) bags can be found at home improvement, grocery and hardware stores. The
Solid Waste Management Coordinating Board website has more information on compostable

residents may continue to use their own containers for yard waste (32-gallon, 40 lb
limit). Residents may also continue to bundle branches for pick up (must be under 3 inches
in diameter, under 30 lbs and under 5 feet in length). |

There has been a lot of information on the news
regarding the 2009 H1N1 Influenza (swine flu) outside and inside the United States.
The City receives periodic updates from Hennepin County Public Health and Emergency
Management. The health
services have advised that the best sources of current and regularly updated information
are on the MN Department of Health website www.health.state.mn.us.
We are all encouraged to practice the "stay healthy" measures offered on that
site and to generally stay informed about the 2009 H1N1 flu situation.
There are instructions on this website on
steps that you and your family can think about now in advance of an emergency.

Water Quality Improvements and Proposed Changes for Lakeview Terrace Park |

The City of Robbinsdale is moving forward on the
Crystal Lake and Lakeview Terrace Park improvement plan. Recently a consultant reviewed
the plans and suggested improvements for the parking lot designs and slight changes to
field orientation. The City is also working with a consultant on the design of the
water treatment ponds with priority on treating the largest storm water pipe which enters
the lake in the southeast corner. |

Charter Commission |
|
The Charter
Commission is comprised of 15 eligible voters who are appointed "at-large" by
the Chief Judge of Hennepin County after a recommendation is made by the City Council. The
Charter Commission is required to meet at least once per year, and must meet if requested
to consider an amendment by Council Resolution or Petition of residents (equal to 5% of
the votes cast at the last state general election in the city). The Charter Commission may
also recommend amendments to the Robbinsdale City Charter to ensure that it remains a
usable document which is consistent with state law. (Terms are 4 years with 2 term limit.)

Rights Commission |
|
The duties of
the Human Rights Commission are: (a) to advise the council on matters and problems
relating to discrimination and human rights issues and behavior in the city; (b) to
recommend to the council education, municipal and community programs designed to
effectuate the policies set forth in this subsection; (c) to implement such programs
referred to in (b) as may be directed for commission action by the council; (d) to
recommend to the city council the formulation and implementation of programs designed to
effectuate the policies stated in this subsection; (e) to study and make recommendations
to the city council for referral to the commissioner of human rights; (f) to perform other
functions, approved by the city council and authorized for local commissions under the
Minnesota Human Rights Act. (Meets the 4th Thursday every other month at 7 p.m.
(First meeting Jan 2010). Consists of 11 members, all at-large appointed by the
Mayor with advice and consent of the full City Council. Terms are 4 year terms or to
end of unexpired term filled. Terms are concurrent with Mayoral term of office). If

Motor Vehicle Office Hours

The Motor Vehicle/Deputy Registrar Office hours at
City Hall effective as of May 1, 2010, are: *Monday through Friday 8 am to 4:30 pm
*1st & 2nd
Saturday of the month from 9 am to 12 Noon (except for some holiday weekends)
Our office can process vehicle title transfers,
vehicle registration renewals, passport applications, hunting and fishing licenses,
limited drivers licenses (if you moved or lost your license), and we have a variety of
specialty license plates.
The Robbinsdale Deputy Registrars Office has
been approved to participate in the Fast Track program which allows customers to expedite
a transfer of title and receive it in less than a week! The processing time from the
State usually takes 2 months and the fee to expedite is only $20. Customers have
asked us about this option and we are happy to be able to provide this service to our
customers.
Customers may have their
license tab renewals processed in a timely manner without having to stand in line. Just place your license tabs statement along with a
check payable to the City of Robbinsdale (in an envelope marked Motor Vehicle) into the Utility Drop Box located in front of
City Hall. License tabs will be picked up daily at 8
am on regular business days (Mon-Fri) and will be ready for pick-up after 12 noon the
following business day (Mon-Fri). If you are
unable to pick up your tabs at the end of the following business day, they will be mailed

The City of Robbinsdale
has a new program to offer savings on prescription drugs to residents who are without
health insurance, a traditional benefits plan, or have prescriptions that are not covered
by insurance.
The Prescription Discount Card
is made available to residents by the City of Robbinsdale in collaboration with the
National League of
Cities (NLC) and is made possible through Robbinsdale's
membership in NLC.
The card is FREE to all Robbinsdale residents, regardless of age, income or existing
health insurance. By using this card you may save
an average of 20% off the regular retail price of prescription drugs at participating
pharmacies.

Prevention Hotline available |

Community
Action Partnership of Suburban Hennepin is now offering a Foreclosure Prevention Hotline
to help homeowners who are in danger of losing their homes. The Hotline number is
952-933-1993.
CAPSH is acting aggressively to help reduce the
growing number of foreclosures in suburban Hennepin County, said CAPSH Operations
Director Scott Zemke. Our agency has more than quadrupled its capacity to help those
in crisis. The CAPSH Foreclosure
Prevention Program provides information, advocacy, referrals to additional resources and
other assistance to homeowners who are having trouble paying their mortgage. The new
Foreclosure Prevention Hotline will directly connect homeowners with professionals who can
help them through the process.
CAPSH is a nonprofit agency dedicated to improving the lives of low-income

City's 8 year Capital
Project Plans |
|
At the January 5, 2010 council meeting we adopted the City's long range
capital improvement plan. As indicated, the plan does shift year-to-year as new
problems come to light and other projects get pushed back. Two plans are attached one
from February 13, 2008 and
the other the January 5, 2010. As an
example, West Broadway north of 42nd was planned for 2012 reconstruction and County Road 9
east of County Road 81 was planned for 2011. Now County Road 9 is pushed back to 2013/2014
and West Broadway has pushed back to beyond 2016. These road projects have moved up and

Be aware: Summer
Rains Elevate Lake Levels - Low Wake Regulations |
|
As storms raise the lake levels, no wake
regulations go into effect.
High water restrictions
(i.e. no wake) are in place when Crystal Lake level is above 848 and on Twin Lake until
the lake reaches 852.25. Signs are posted at boat landings.
Once restrictions are on, the level must go below the specified level for three
consecutive days before restrictions will be lifted. There are signs permanently
mounted at the boat launch which will indicate when restrictions are in effect. |

AARP Tax-Aide will be providing free tax help for
taxpayers with low and middle-income, with special attention to age 60 and older, starting
February 1st and going thru April 15th. We will be open every Wednesday
from 9 am until noon and every Thursday from 1 pm until 4
pm.
Taxpayers should bring the following information:
Social Security cards or other official documentation for yourself and all dependents;
Copy of last years income tax returns;
W-2 forms from each employer;
Unemployment compensation statements;
Social Security benefits received in 2009;
All 1099 forms (1099-TNT, l099-DIV, 1099-B, etc.);
1099-MISC showing any miscellaneous income;
1 099-R forms if you received a pension or annuity;
Information on estimated taxes paid in 2009;
And Dependent care provider information (name, employer, ID, Social Security number).
